A note on this in the Customs Handbook says:

no permission will be given for goods to be unshipped from any part of a ship beyond or on shore on Sundays or holidays unless they be so unshipped, landed or put on shore; nor on any Saturday after the hour of twelve o'clock at noon without the permission of the Collector"
and payment of overtime charges arising from a ship working on Sundays except in case of absolute necessity or damage and permission (notwithstanding the section) to work on holidays and outside the hours specified for the usual working hours.
Special application must however be made for such cases as the military etc.
